The handoff package: as-builts, software, manuals, and the owner's duties

A system isn't finished when the last strobe flashes. Chapter 7 requires completion documents to be delivered to the owner: the signed Record of Completion, as-built (record) drawings reflecting what was actually installed, a copy of the site-specific software and its revision, the manufacturer's operating and maintenance manuals, the acceptance test records, and written instructions — including the owner's responsibility for ITM, the location of the dedicated breaker and the panel passwords. Those documents are kept for the life of the system, and every later technician depends on them. In a capstone defence, the ITM plan and the handoff package are part of the design, not an afterthought.

The original installer never delivered the completion package — which the code required — and the owner never knew to ask for it.
